Description:

This position provides administrative leadership and expert clinical support to the staff of CHEO - OCTC during nights, weekends, STAT holidays and other days as required. The role is responsible for administrative leadership with duties that include, performance management of staff as needed, bed management, patient flow, staff utilization, scheduling issues and disaster response. Clinically, the position provides expert support for complex patients or situations, and crisis management/counseling for patients and families. The position is also responsible for the security of patients and staff safety. The position will provide initial decision making and coordinate the response to Hospital Codes (Red, Orange, Yellow, Amber, etc.). This position may require initiating Hospital Codes directly. This position may also respond to patient/family complaints during off hours.

Finally, the position will provide cost containment through responsible staff utilization for example, through the movement of professional staff to high volume, high acuity areas, as needed.

Leadership/Administration

Ø Support and promote the hospital vision in collaboration with the health care team.

Ø Provide administrative leadership to the staff during nights, weekends and statutory holidays and other days as required.

Ø Advocate and facilitate the care of patients within CHEO - OCTC.

Ø Ensure appropriate staffing levels based on patient acuity, occupancy and standards of care by re- assigning, replacing or calling in staff to meet patient care needs or respond to changing acuity levels (including authorizing overtime).

Ø Articulate expectation for staff to be self-directed, independent professional practitioners.

Ø Investigate and follow up on patient complaints and SRS reports

Ø Evaluate, coach, counsel, performance manage and recognize various staff in cooperation with the relevant Clinical Manager.

Ø Provides feedback to managers on performance of clinical staff.

Ø Facilitates bed management – offer support and direction to bed management as needed particularly when bed shortages occur, resources are limited and there are complex patient care needs.

Ø Is the administrative liaison person for site issues such as public relations, policy, fire, security, facilities among others.

Ø Provides consultation to nursing staff, all levels of Management (including Directors and Executives), physicians and other health care professionals regarding clinical and professional practice issues.

Ø Acts as a liaison to other health care facilities/institutions and professionals regarding patient care.

Ø Initiate, coordinate and lead the response to hospital codes i.e. Amber, Yellow, White etc., as appropriate.

Operationalization of budget

Ø Implements strategies to address cost containment within the scope of the positions’ practice.

Ø Recommends needs for minor and capital equipment to the responsible unit Managers.

Ø Participates in unit based and corporate initiatives to enhance efficiency and cost effectiveness while improving or monitoring quality of patient care.

Clinical Practice

Ø Provides advice, and support for the care of complex patients.

Ø Ensures that the delivery of patient care meets the standards of CHEO and of the professional discipline where applicable.

Ø Coordinates patient care with members of the Health Care team, patients, families and community agencies.

Ø Ensures a safe environment for patients and staff and visitors through regular monitoring of health and safety concerns, prompt investigation and follow up of health and safety problems, adherence to health and safety legislation.

Ø Develops and maintains a risk management approach for patients, visitors, staff incidents and complaints.

Education

Ø Promotes practice environments that encourage learning, application of knowledge and research.

Requirements

Education and Knowledge:

Ø Current membership in College of Nurses of Ontario. (Essential)

Ø Current membership in professional nursing association. (Preferred)

Ø Baccalaureate Degree in a health related discipline. (Essential)

Ø Active participation in work related initiatives (Essential)

Ø Knowledge of computers. Excellent skills in oral and written communication and Microsoft office products (Essential)

Ø Ability to learn and apply hospital policies and procedures, relative legislation,  collective agreements, Canadian Hospital Accreditation Standards, Professional Disciplines Standards for Ontario. (Essential)

Ø Excellent knowledge of principles of management & research based practice (Essential)

Ø Knowledge of health care disciplines in Clinical Services and their role in

patient care. (Essential)

Ø Knowledge and ability to enhance continuum of care. (Essential)

Ø Proven ability in working effectively with all members of health care team. (Essential)

Ø Ability to respond to large numbers of simultaneous demands from patients, families, staff, physicians, Material Management, Human Resources,  community associations, etc. (Essential)

Experience Requirement:

Ø 5 years recent related clinical experience in an acute care setting (Essential)

Ø Minimum 2 years leadership/management experience (Essential)

Ø Ability to identify potential for patient or institutional risk and intervene appropriately.
