The OCCCA honours Child Care Community Pioneer

Dr Palframan has been a longstanding force in the recovery of thousands of maltreated children.”

Ms. Cossette Chafe, OCCCA Nomination Committee Chair

Ottawa, On -- The Ottawa Community Committee on Child Abuse (OCCCA) will recognise Dr. David Palframan, by presenting him the eighth annual Outstanding Contribution to Protection of Children award at City Hall in Ottawa. This prestigious award recognizes outstanding dedication, leadership and effort in the protection of vulnerable children. OCCCA has chosen to present this award in celebration of Child Abuse and Neglect Prevention Month.

As a staff psychiatrist at CHEO since the mid-eighties, Dr. Palframan has dedicated himself to the welfare of children and youth. He has contributed to a number of books and journals on the treatment and life experience of abused children and has been a fierce advocate in court decisions, representing children’s best interest.  He not only has worked directly with children at CHEO but also generously offers consultation services to a number of community agencies. Chief among these has been the Ottawa Children’s Aid Society where he has contributed to treatment plans for children with a particularly complex history of abuse.

The OCCCA is a voluntary interdisciplinary, inter-agency, committee that identifies child abuse issues and provides leadership on ways to address them. The OCCCA is comprised of over twenty agencies including, the Children’s Hospital of Eastern Ontario (CHEO), Children’s Aid Society of Ottawa, Big Brothers, Big Sisters and Ottawa Police Service. In 2002, the OCCCA created an annual award for Outstanding Contribution to Protection of Children. This award has established an important Ottawa tradition – to honour the members of our community who have demonstrated vision, determination and leadership in protecting children from maltreatment. The award also serves to remind the citizens of Ottawa that it takes a village to protect a child.
